What is a Bluetooth transmitter and what is it for?

As a rule, these are compact devices that have a built-in Bluetooth module and various audio inputs/outputs for connecting to different sound sources (TVs, computers, phones) or to devices that are designed to output sound (speakers, speaker systems, stereos, radios, etc.) etc.).
